Understanding the Uganda PLE Aggregate & Division System
The Primary Leaving Examination (PLE) is the national assessment conducted across all primary schools in Uganda by the Uganda National Examinations Board (UNEB). Administered at the end of Primary Seven (P.7), PLE results determine a pupil's qualification and placement into Senior One (S.1) secondary education or technical community schools.
1. The 4 Compulsory Subjects & 9-Point Scale
Every PLE candidate in Uganda is examined in exactly four core curriculum subjects:
- English Language: Grammar, comprehension, vocabulary, composition, and language structure.
- Mathematics: Arithmetic, geometry, algebra, data handling, and problem solving.
- Integrated Basic Science: Human biology, agriculture, physical science, health habits, and environmental science.
- Social Studies & Religious Education (SST): Geography, Ugandan and East African history, civics, and Christian or Islamic Religious Education.
Each subject is assigned a Stanine grade from 1 to 9 based on raw examination marks:

2. How Aggregate Scores Translate into Official Divisions
The four subject points are summed to create the overall aggregate score. Because 1 is the highest achievement in each subject, lower aggregate totals indicate superior academic performance. The best possible score is Aggregate 4 (four D1s, often referred to as "Aggregate 4 in 4"), while the lowest is Aggregate 36 (four F9s):
- Division 1 (First Grade) – Aggregates 4 to 12: Represents superior distinction. The candidate must have passed all 4 subjects, with at least credits/passes in English and Mathematics.
- Division 2 (Second Grade) – Aggregates 13 to 22: Demonstrates strong overall secondary school readiness. Candidates qualify for most regional boarding and day secondary schools.
- Division 3 (Third Grade) – Aggregates 23 to 28: Demonstrates modest mastery. Candidates qualify for standard secondary schools and technical community schools.
- Division 4 (Fourth Grade) – Aggregates 29 to 34: Represents basic pass level. Qualifies for vocational education and community skills institutes.
- Division U (Ungraded) – Aggregates 35 to 36: Failure to achieve minimum pass standards in three or more subjects. Candidates must repeat P.7 or pursue practical vocational training.
3. Senior One (S.1) School Placement Guidelines
Secondary school selection in Uganda is competitive. Cut-offs vary from year to year depending on national performance, but general historical benchmarks include:
Top National Traditional Boarding Schools (Aggregates 4 – 8)
Institutions such as King's College Budo, Mt. St. Mary's College Namagunga, St. Mary's Boarding SS Kitende, Gayaza High School, Namilyango College, St. Mary's College Kisubi (SMACK), Uganda Martyrs SS Namugongo, Ntare School, Maryhill High School, and Bweranyangi Girls' typically require Aggregates 4 to 8 for boys and girls.
Prominent Regional Day & Boarding Schools (Aggregates 9 – 14)
Strong regional secondary schools across Central, Western, Eastern, and Northern Uganda admit candidates with high Division 1 and strong Division 2 aggregates.
General Secondary & Community Schools (Aggregates 15 – 28)
Universal Secondary Education (USE) public schools and private community secondary schools admit students across Division 2 and Division 3.

Why is Aggregate 4 considered the best score in PLE? +
The highest score in each of the four examined subjects is Distinction 1 (1 point). When a candidate scores Distinction 1 in English, Mathematics, Science, and SST, the sum is 1 + 1 + 1 + 1 = 4.
Can a student get Division 1 if they fail English or Mathematics? +
No. Under UNEB regulations, obtaining a Fail (F9) in English or Mathematics disqualifies a candidate from Division 1 even if their total aggregate is 12 or below.
What is the difference between an aggregate and a division? +
The aggregate is the exact sum of points from your four subject grades (e.g., Aggregate 8). The division is the standardized performance tier (e.g., Division 1) determined by your aggregate and subject pass profile.
